What you see indicates an open circuit. Try this: take a conductor and short momenterily the live condutor at the sender (on the petrol tank) to the case of the sender. The guage indication should go th empty. If it does not, try to short it to a known good "ground". If it goes to empty there, then ...

During the 1939 - 1947 priod Rover had 3 different types of front bumpers. Type 1 had the harmonic stabilizer, unlike the others. My 1946 10 is fitted with type 1, and the 1947 with type 2.
