P2 Boot floor cover flap

Can anyone enlighten me as to the original intended purpose and function of the flap between the boot lid and the locker floor on my'39 14 DHC, assuming it is original fitting? (Not sure if contenporary saloons have the same arrangement or not, I only have one photo inside a saloon boot and that is without). I have just refitted mine after fitting rubber matting inside the boot lid. Not only does the flap leave gaps at the edges, when you close the boot the pivot position action forces the flap from lying flat across the gap into the vertical position against the boot lid. Is this supposed to stop smaller items droppng out of the boot on the road? If so its not very clever. Has anyone adapted the flap so that it stays flat over the gap between the boot lid and the locker floor? Or otherwise secured their boot contents? If so how please?
