I suspect that the fuse had blown because it had seized.

I would start by removing that drain tube and squirting a load of WD40 (or other penetrating oil) in there and leaving it a few days, having propped it up in such a way that the oil runs down into that bottom bearing. You may find that this is enough to free it off (beware of trying to rotate it by hand before the oil has soaked in because the bearing can pull away from the motor body). Dismantling is OK but a bit fiddly as you need 3 hands to put it all together.
