Modern Brake lining material

I have a 1929 Rover 10/25, Despite major brake system overhaul (rod brakes) new linings, NEW cast Drums all round, the brakes are still very poor, not too bad at speed but at low speed they snatch and shudder to the point that the hand brake comes on !!!!!!. Obviously I have new GREEN linings and they are chamfered but I am of the opinion that the lining material is grippy and is more efficient than Asbestos material of the 1920/30's.
Has anybody else had problems like this, I would like to know and of any cure.
