High revving on it’s own

Hi I’ve got a rover p2 1946 and I’ve got it to run but it’s revving really high when ticking over And it’s bogging when I put throttle on it’s not the choke as it does the same iff it’s on or off has anyone got any ideas i have 2 weeks to get it drivable as I’m wanting to drive it to my grandads funeral as it was his car.

Is the throttle rod spring set properly ie the sliding bracket/hook not slipped back?

Is the car 4 or 6 cylinders? can you identify the carburetor? How did you try to set the tick over?
