In 1932 there was a 12hp 6-cylinder of 1410cc, but it was only produced for the one year.

I'm not sure exactly where the VIN plate will be on this particular car but I would expect it to be somewhere obvious on the bulkhead.

The chassis number is stamped on the driver's side of the chassis, between (but above) the front axle and the steering box. Clean thoroughly the area and you will find it.

According to Glass's index of registration numbers, the CS registration series was issued in Ayr (Scotland)  from 1934.  The louvered bonnet indicates a 1934 car.    It's difficult to be certain but i think the car has hydraulic brake, if so that would confirm a 1934  date.        The chassis number location given by Luli is correct for later cars, not necessarily there for the early cars.  However the engine number will normally  be the same as the chassis number.  Look at the offside engine bearer.    
On the question of recovering the number, if there is "linkage" to the previous use of the car, tax discs, log books etc, then it is usually possible to reclaim the number as long as it has not already been transferred. As far as I can determine, the number is not registered at Swansea, nor is it mentioned in our archive
A word of caution, in addition to asbestos dust from the brake linings if the drums are removed, some early cars (up to 1937) had anti noise insulation in the form of glue bound blue asbestos sprayed into the inside face of the doors. If you remove brake drums or the door casings, do so carefully
Government advice is that as long as the asbestos-containing material (ACM) is in good condition, and is not being or going to be disturbed or damaged, there is negligible risk. But if it is disturbed or damaged, it can become a danger to health, because people may breathe in any asbestos fibres released into the air.

Hi Nick, I am watching your car on ebay, definitely not 1939, theres  another rover 1936 with steel bulkhead (item no. 200953313888) yours with the wood bulkhead is earlier than this, the engine would be 1577cc not 1900,  if you look at the engine, drivers side, to the left of the oil filler is the oil pump, where this bolts on you will find the no. stamped in the casting, this will probably be 53----  the first no is date 1935, then I think  3 is for hp 14,  Sports saloon,  hope this helps, good luck with sale,  cheers Jeff.
