Valve stem seals?

The chap rebuilding my 1939 14s head says he thinks they didn't valve stem seals fitted. Is he right?

Not sure but it would make sense to there are plenty of modern ones that are all rubber that could just be pushed or glued in place I did this to a 1955 Aerial motor cycle engine years ago.

Yes, he is right.
