The vacuum reading indicate that the idle path is OK. Is the mixture too rich on open throttle, high RPM? One way to verify that is to use colourtune, see here: https://tinyurl.com/sc4v74w

Rob,

I've no experience with the six cylinder engine or this carb. However, reading through the thread, I think it is important that you get the timing spot on before adjusting the carburettor. Everything I've read about tuning insists that the carb should be the last thing you look at when an engine isn't running correctly.
You say that you think it may be running too far retarded? This could be part of the problem. If your Rover is like mine you can only set the timing statically as there are no timing marks on the flywheel for dynamic timing with a strobe. As such, it's easy to set. However, because this is a fairly crude method, fine adjustment to the running engine may be required to get the best results. This seems to be what you have described. I think you are on the right track and once the timing is right I suspect tuning the carb will be easier.

The vacuum gauge can be used for ignition timing by using the distributor's micrometer and adjusting it to maximum reading. However, I doubt that a better reading can be achieved..
If you like to use strobe for timing just paint yellow the FA mark on the flywheel. See here an example: https://wp.me/pXLKy-2cR and also here https://wp.me/pXLKy-2cK .
