OK now I am confused just measured my wheels and they appear to be 19"measuring across the complete diameter am I doing this wrong?

Ok so I now have all the gung off it was like tar removed it with a soak in white spirit, unfortunately this took the black paint off but it then came to mind that brass bezel could look nice or would this be a no no. Plus I would have to do all the other gauges.
