What type of head should the number plate bolts have hex or dome?

Whatever the supplying garage had in stock!
Dome nuts are neatest - mine has raised head quarter inch slotted "roofing" set screws. Hex head sets would not be very neat

My old ones were blobs of rust to be ground off

I turn down brass slotted set screws ( 2BA ) to form a flat headed rivet and paint black.
