Now that I have cleaned & re-painted the Air Filter, I can see that it has "AC" and "27504" stamped onto it.
My copy of "Rover 1934-38 Parts Catalogue" page 24 shows it on the diagram as '64', but doesnt list 64 on page 29.
Can anyone confirm that this is/not the 'sealed' version please.

The 34-38 catalogue is a condensed version (1958) of the individual year lists issued pre war. In general, the 'working bits' are all there but there is level of detail omitted from the originals for reasons probably not particularly relevant to your question.
Anyway, I have a 1936 10/12 list plus a 1937 10/12 list in front of me along with the 34-38 book. In the composite book, the carburettor silencer complete (G64) for 1936 is shown as a 01270 and 06093 for 1937.
However, in the 1937 10/12 list, the complete air filter is listed as a 05071.
My guess would be that the 06093 superceded the 05071 of 1938/39. The 1937 drawing shows the filter you have. Any I have seen of these come as a sealed unit.
However, when fitted to other cars due to the fitting neck being separate and therefore adaptable for various applications, the hole in the end is used for screwing a pair of brackets/legs to and making it mountable to a bulkhead or the top of a side valve engines' head studs. I think you'll find it doesn't relate to the filter coming apart.
AC in Dunstable were providing many "off the peg" items for various manufacturers, each of which could be tailored to a particular application by slight adaptations, of necessary.
From the drawings, the difference from 1936 to 1937 was that the elbow joining the filter to the carburettor started life as an alloy casting screwed to the SU air intake flange but thereafter became a steel tube clamped to the carburetor.
1937 /38 was a difficult period for many car makers and you see small economies creeping in here and there as they tried to keep in profit.For comparison, the 1934 arrangement is yet more elaborate.
