According to Glass's index of registration numbers, CMJ was a Bedfordshire series issued from April to July 1939, so yes a pre-war Sports Saloon although given Rover's habit of using up what was in the parts bin, I'm not sure that the apparent lack of vents in the bonnet side is that significant given the proximity of the War. The wheels are not correct for a 1939 model, although they fit and some would say that they look better than the pressed steel wheels. The bonnet is certainly long enough for a 6 cylinder car, so it could be a 14 or indeed a 16.
Unfortunately, the RSR has no archive records of the car, so sorry we can't help with any more details. It may still turn up!
