I have now started to track down an original freewheel spanner and thanks to Chris I now know what to look for. In the interim I have been attacking the internet, I came across and purchased a 3/16" box spanner which goes some way to replicate the Rover one, these were made for triumph motorcycles and are retailed by Williams Tools and the item is listed as Melco Weasel Box Spanner 3/16w old triumph motorcycle. Williams also sell through ebay ( williamstools 73001 ). Although not the original item, this will do for now ..it is quite similar. It comes with the tommy bar already fitted, this is easily removed if required.
