I’ve got a similar problem on my 1936 14 saloon. I have completely refurbished the downdraught SU, the tappets are set correctly, and the compression on all cylinders is bob on. No matter what additives I put in the petrol I can’t cure the rough and underpowered running when it gets hot (it never boils up). I’m now going to renew all the electrical components that produce the sparks, including doing away with the compressor caps. I’ve tried just putting in new plugs to no avail.
I’ll let you know how I get on.
As for a garage that’s good with classics in Lancashire, if it’s not to far, Bonds of Longridge, Nr Preston are very good. Tel 01772 783298. The same family have been there since probably the invention of the motorcar (slight exaggeration). The garage though is bang up to date.

Hi - Rover has now sold to a really nice guy in Bangor on Dee.
Selling as I am never going to get the things done to the car that it really needs. I consider myself a bad owner and really do not want to be. I'm a wash 'n polish, key turn kind of guy that gets garages to do work on cars.
Lots of people came to see the car and she drove superbly. I must say that Millers VSE has now made the car run very very well. Hopefully the new owner will join the club

Hi Nick,
My P3 75 ran like a very unhappy pig when I got her - lots of spluttering, backfiring + very black spark plugs - quite an orchestra of sounds!! The Solex carburettor turned out to be a major issue. I had this rebuilt using new emulsion tubes from Gower & Lee in the UK. Car now uses much less petrol and makes purring noises
Solex emulsion tubes tend to be brittle with age & break around the top, so suggest you have a look at this if you haven't already.
